Description of Project
- Sanitary sewer mains are being constructed in Nobleton. Sanitary sewers are an important component of urban infrastructure given they reduce the risk of leaked water-borne contaminants that can come from septic systems, they are maintained and operated by municipal and regional government to ensure consistent functionality, and it creates ease for property owners as they eliminate the need for maintain or replace septic systems.
Most Recent Update - April 14th, 2022
Starting Tuesday, April 19th, and in preparation for top asphalt, the general contractor will mobilize a concrete crew to complete the catch basin adjustments and concrete curb infills throughout the Contract 3 area.
Proper traffic control measures will be put in place and raised grates will be visible to motorists and pedestrians. Your cooperation would be greatly appreciated.
It is estimated that this activity will be completed within two weeks of mobilization.

In accordance with By-law 2022-012, which was passed on March 21st, 2022, connection to the sanitary sewer system is mandatory and must be done by no later than March 31st, 2023.
Building, Plumbing and Septic System Decommissioning permits are required prior to connecting. Permits are available from the Township’s Building Department for a total cost of $306.00. Description of Project
- The watermains along Western Avenue from Church Street to Brownsville Court, Castlewood Avenue and Elmwood Avenue will be rehabilitated using a trenchless relining method.
- Relining watermains is less impactful to residents. Instead of digging up the entire road, the contractor will excavate pits to access the main at strategic locations. The relining process involves cleaning the inside of the watermain, inserting the liner and then curing the liner in place.
- The Township has decided to take this cost effective and less impactful approach of relining the existing pipes to extend the service life of these watermains and improve reliability and durability.
This work also includes:
- Installation of a temporary watermain, allowing the Contractor to reline the existing watermain without any long term water shut-offs.
- Replacement of all water services up to property line and curbstops under 25mm.
- Replacement of a number of existing fire hydrants.
- Installation of additional fire hydrants to ensure fire safety.
- Replacement of small sections of existing watermain.
Most Recent Update - May, 2022
- The Western. Castlewood, Elmwood Watermain Lining Contract has been awarded to Fer-Pal Construction Ltd., the Contractor is scheduled to start construction activities Monday May 09, 2022, weather permitting.
- Temporary Watermain
- As part of the Contractor’s pre-construction activities they will be installing a temporary watermain that will run along the curb line on the street. A hose attached to the temporary by-pass (blue pipe) will be connected to your home with a “Y” connector via the outside hose tap. This allows you to receive water in your home and use your garden hose.
- Temporary water interuptions are necessary to complete the work. Residents will ne notified in advance of any scheduled interruptions.
- Please see the Additional Temporary Watermain Information for more details.
- Pre-Condition Survey
- In addition the Contractor has hired GPM Environmental to conduct pre-condition surveys of each property. The survey involves an interior/exterior inspection, including photographs of buildings and structures determined to be in close proximity to the construction activities. GPM will deliver notices to each home owner/resident. We encourage all residents to partake in this survey, as this will serve to protect all stakeholders in the event of construction related issues
Expected Timelines / Milestones
- This work is scheduled to start as early as Spring (Q2) 2022, and is expected to be completed by Winter (Q4) 2022.

Nobleton Production Well #3
York Region is working in Nobleton, constructing a new groundwater production well that will replace the current well located at a York Region-owned property at 14 Royal Ave. The new groundwater production well will help restore lost water capacity and provide system redundancy to the groundwater supply system.
The work began in February and is expected to be completed in October 2022.
Here’s what to expect from the project:
- Due to the nature of the work, there will be increased construction-related traffic and construction-related noise and dust from the equipment. Every effort will be made to minimize this.
- There may be lane restrictions on Royal Avenue. Flag persons will be on site, as needed, to help with the movement of traffic and reduce delays.
- Temporary bypass piping may be installed on the roadside to help with draining water from the well.
- Access to all homes will be maintained and there are no planned impacts to water or wastewater services.
- As part of preparing the site to construct the new well, York Region staff and forestry experts plan to be on site, monitoring the removal or trimming of some of the trees. When the construction work is complete, the area will be restored and native trees will be planted.
Some work may be rescheduled due to weather or other conditions. York Region continues to deliver essential services while staying current with all health and safety-related information and complying with Regional and Provincial guidelines related to COVID-19.

Nobleton Water and Wastewater Servicing Municipal Class Environmental Assessment Study
In November 2018, The Regional Municipality of York initiated the Schedule C, Nobleton Water and Wastewater Servicing Municipal Class Environmental Assessment Study (EA Study). To accommodate future growth in the community, the EA Study looked at long-term water and wastewater servicing options in the Township of King.
What is the status of Nobleton’s EA Study?
The Nobleton long-term water and wastewater servicing EA Study is a Schedule C class environmental assessment study with four phases.
During phase one, we hosted an Open House on February 28, 2019, and outlined the purpose of the study and the elements of the study. In phase two, we hosted the second online Open House on November 25, 2020, and reviewed the long-term water and wastewater servicing solutions that have been considered. The third online Open House was hosted on July 20, 2021, and the preferred design solutions for water and wastewater servicing and the recommended solutions were presented. We are now in the fourth phase and are filing the Notice of Completion and posting the Environmental Study Report for review.
