Building Division News and Highlights
Building By-law 2021-060 was proposed to be repealed and replaced by a new by-law to ensure it reflects latest amendments made to the Ontario Building Code as well as to reflect evolving municipal practices, account for anticipated future regulatory changes, as well as provide an opportunity for general housekeeping updates. The proposed Building By-Law 2025-068 seeks to also:
- Clarify ambiguous language and modernization of definitions.
- Include a Sewage Maintenance Program section
- Reflect amendments to Development Charge collection procedures.
- Include a Records Release section to support transparency.
- Revise penalty fees, refund eligibility, and permit classifications.
- Reflect requirement for Farm Business Registration verification.
The proposed Building By-Law 2025-068 was brought forward to Council November 10, 2025 for approval, for which approval was granted. Building By-Law 2021-060 is repealed and Building By-Law 2025-068 is adopted, with an effective date of December 1, 2025.
In response to Bill 17, the changes to the Development Charge Act and the Building Code Act related to timing of payment of development charges and/or permission to occupancy, are in effect as of November, 3 2025.
The development charges in relation to the Education Act remain unchanged, as with the requirements for other charges such as Cash in Lieu (CIL), Parkland Dedication, and Securities. Please contact the Finance Department for more information on what charges may apply to your project and when those fees are to be paid.

Future program developments are planned to incorporate online booking of inspections through Portal as well.

All new and replaced water meters must be inspected prior to use. Inspection of water meters typically occurs at Insulation stage of your project and must be passed prior to requesting an Occupancy and/or Final inspection. Occupancy and/or Final Inspection requests will not be granted until the water meter is passed.
Contact Service King at 905-833-5321 to schedule your water meter equipment and again when to request inspection. Ensure you have proof of water meter payment ready when scheduling your delivery.
As per the Ontario Building Code and Building Code Act, the approved stamped permit documents are required to be onsite at all times. If the Township approved permit documents are not available at time of inspection, the site will be deemed not ready and the inspection will not be conducted. A new inspection will then need to be requested by the permit holder for an alternate date.
