The Joint Compliance Audit Committee (JCAC) is established in York Region by the Cities of Richmond Hill, Markham and Vaughan, the Towns of Aurora, East Gwillimbury, Georgina, Newmarket, Stouffville and King Township, as per the Municipal Elections Act, 1996. The Committee is responsible for considering compliance audit requests related to election campaign finances.

About the Joint Compliance Audit Committee
The Joint Compliance Audit Committee (JCAC) is responsible for compliance audit requests arising from the 2026 Municipal Elections and any by-elections for Council offices that occur during the 2026–2030 Term of Council.
Responsibilities include:
- Considering whether an application for a compliance audit filed by an eligible voter should be granted or rejected;
- Appointing an auditor, if the application is granted;
- Receiving and considering the auditor's report and deciding whether legal proceedings should be commenced;
- Receiving and reviewing the report of the Township Clerk on any apparent over-contributions by contributors to candidates' and third party advertisers' campaigns.
If an eligible voter in King Township believes on reasonable grounds that a candidate or registered third party advertiser has contravened a provision of the Municipal Elections Act, 1996, relating to election campaign finances, the voter may apply for a compliance audit. Applications for a compliance audit are forwarded to the Joint Compliance Audit Committee appointed by King Township and other York Region municipalities for review.
Compliance audit requests related to school board trustee candidates are the responsibility of the Compliance Audit Committee appointed by each school board. For more information about compliance audits of school board trustee candidates, contact the specific school board directly.
York Region’s lower tier municipalities are recruiting experienced professionals for appointment to their 2026 to 2030 Municipal Elections Joint Compliance Audit Committee (JCAC).
The Committee is independent of the municipalities and are required by the Municipal Elections Act, 1996 to consider applications requesting audits of candidates’ and third party advertisers campaign finances, as well as reports from Municipal Clerks on apparent over-contributions to candidates and third party advertisers. Committees may be required to appoint auditors and determine if legal proceedings are required as a result of the auditors’ reports.
Applicants with a background in accounting, auditing, law, election administration, and/or public administration are preferred. Applicants should:
- have an understanding of municipal campaign finance provisions;
- demonstrate analytical decision-making and excellent communication skills;
- have experience working with or as a member of government boards, task forces and/or quasi-judicial bodies; and
- have flexibility to attend meetings during daytime and evening hours.
Applicants cannot be candidates in the 2026 Municipal Election nor can they have committed to providing professional advice to any person running for office in any York Region municipality. Applicants also cannot be Members of Council or current employees of any of the participating municipalities (Aurora, East Gwillimbury, Georgina, King, Markham, Newmarket, Richmond Hill, Vaughan or Whitchurch-Stouffville).
The Committee’s term of office is four years, beginning in 2026. Successful applicants will receive a one-time retainer of $450 and $400 (including mileage) for attendance at a mandatory training session. Committee members will receive a per diem of $400 plus mileage (at current CRA rates) for any official committee meetings they are required to attend. Applicants must have flexibility to attend meetings (daytime and evening).

Applications for a compliance audit must be submitted to the Township Clerk in writing, setting out the reasons for the elector's belief that a contravention of the Municipal Elections Act, 1996 relating to election campaign finances has occurred. Upon receipt of an application, the Township Clerk must forward the application to the Committee within 10 days, following which the Committee must decide within 30 days of receipt of the application whether to proceed with conducting an audit.
