Development of an Economic Development Strategy s part of the Integrated Community Sustainability Plan (ICSP)

 

Funding request submitted to Southern Ontario Development Agency (SODP), if unsuccessful an alternative option is OMAFRA – Rural Economic Development (RED Program.)

Strategic Plan and Vision 5, 10, 20 years

 

Apply for Rural Economic Development (RED) funding through OMAFRA to undertake an Economic Development Strategy and integrate with the ICSP implementation.

Finalize and Implement Use of Tax base Assessment Input Output Tool

 

Work with new Director of Finance/Treasurer on possible tools and means of achieving objectives. Conduct Fiscal and Economic Impact Assessment of Proposed Growth in King (Last analyzed in 1997).

Develop Business Case for and Lobby and Advocate for Future Strategic Employment Area Lands

 

King City Community Plan, ROPA 52, Green Belt and Oak Ridges Moraine up for review in 2014, Secondary Study the right tool?
York Region’s Official Plan Update – Township written submission served notice that the Township intended to further explore the possible designation of additional employment lands in the area of Highway #400 and King Road prior the 2014 review of the Greenbelt and ORMP.

King Township Residential Intensification Strategy (Drive for Village Revitalization)

 

Are 900 units feasible? – Proposed Community Planning Charreltes and Planning Mapping exercise as part of the ICSP initiative. /P>

Assess the merits of implementing Community Improvement Plans CIPs for the 3 main villages

 

Spring 2010 – Consider applying for the Rural Economic Development program funding for Community/Downtown (Re)vitalization Initiatives. Encourage leveraging voluntary contributions from Commercial Developers to be reinvested in revitalization initiatives i.e. -  Shoppers Drug Mart, Anlands, Tribute, King North.

King City By-Pass & Mid Region Corridor and other transportation Issues ie. Go Train and Transit Service.

 

Lobby, advocate, influence: The Township as a “Drive to” not “Drive through” destination for tourism and other green and eco friendly economic activity.

Participate in First Impressions Community Exchange (FICE) Program

 

Early Spring 2010 Collaborate with King Chamber of Commerce to initiate program. OMAFRA has suggested matching communities: King City & Action in Halton Hills, Schomberg & Mount Albert in East Gwillimbury; Nobleton & Clifford in Minto. Participating in this program may be a logical sequential step before pursuing a Community Improvement Plan or MSO program.

Rural Broadband Infrastructure as an essential/infrastructure service

 

Encourage Internet Service Providers to continue expanding their high speed ( > 1.5 Mbps, broadband) services to urban and rural areas of Township.

Business Attraction Initiatives – Target specific sector or sectors I.e. Agri-Business, Food Processing, Bio Tech, Green and Clean Technologies

 

Work with York Region Economic Development and more specifically participate in the International Investment Attraction Program (IIAP) that is being launched in 2010. Will include a in-market workshop and trade show in the US market.

Business Retention and Expansion Initiative –Implement outcomes of Business Climate Survey

 

Capacity Building may be necessary before pursuing a Community Improvement Plan or MSO program.

Commenting Agency on all C/I Planning Applications

 

Should be standardized and consistent with all Planning Department staff on all ICI and agricultural, multi-residential developments.

King City “Core Area” & “Mixed Use” Area Review

 

Participate and provide input to Planning Department on the strategic and comprehensive market and land use policy review of the planned functions of the Core and Mixed use area.

Input on Comprehensive Zoning By-law Review

 

Depending on where and when it is prioritized by the Planning Department.

Lobby advocate and help develop policies, procedures and guidelines for green and environmentally conscious building

 

Access the feasibility and market demand for the Creation of Eco Business Zones – Prestige Employment Area Lands.

Residential Developments – Encourage the implementation of Energy Star requirement before 2012 Provincial Building Code legislates

 

Relevance to Kingslynn Lots/Eco Homes and the development and implementation of an integrated Community Sustainability Plan (ICSP)

Encourage and provide input on a new planning policy for green and sustainable Commercial, Industrial and Agricultural buildings and developments

 

Shoppers Drug Mart, King City has set the bar by pursuing LEEDs Silver Designation. Relevance to proposed development and redevelopment of commercial properties in Nobleton, King City (mixed) use and Schomberg.
